RESOLUTION OF THE 7TH OBOWO LEGISLATIVE COUNCIL.
COMMUNIQUÉ OF RECONCILIATION, WITHDRAWAL, RETRACTION AND UNDERTAKING FOR CONTINUED UNITY OF THE 7TH OBOWO LOCAL GOVERNMENT LEGISLATIVE COUNCIL.
FOLLOWING BROAD-BASED RECONCILIATORY CONSULTATIONS, THE 7TH OBOWO LEGISLATIVE COUNCIL DECLARES THE CRISIS RESOLVED, RETRACTS ALL PRIOR IMPEACHMENT-RELATED ACTIONS AND ALLEGATIONS, REAFFIRMS THE EXISTING LEADERSHIP OF THE COUNCIL, AND PLEDGES TO MOVE FORWARD AS ONE
COMMUNIQUÉ
DATED: 20TH SEPTEMBER, 2026
Following a broad series of reconciliatory consultations, investigations, interventions and engagements involving distinguished stakeholders, political leaders, Party authorities, and other authorities of goodwill concerned with the peace, stability and continued development of Obowo Local Government Area, the 7th Obowo Local Government Legislative Council hereby issues this Communiqué as a formal instrument of reconciliation, withdrawal, retraction, mutual understanding and renewed commitment to institutional harmony.
The Council, having carefully reflected upon the circumstances that recently generated disagreement and tension within the Legislative Council and having subjected the issues to extensive reconciliation, investigations, dialogue and consultation, hereby acknowledges the overriding necessity of peace, unity, lawful institutional continuity and collective responsibility in the discharge of duties.
The Council recognises that disagreements within a legislative institution, however strongly held, ought to be resolved through established constitutional, statutory, procedural and conciliatory mechanisms and not through actions capable of undermining the integrity, stability or effective functioning of the Local Government administration.
Accordingly, and in the overriding interest of Obowo Local Government Area, its people and the peaceful discharge of public duties, the undersigned members and stakeholders hereby commit themselves to the terms and resolutions contained in this Communiqué.
1. REAFFIRMATION OF LOYALTY TO THE STATE AND LOCAL GOVERNMENT LEADERSHIP
The 7th Obowo Local Government Legislative Council hereby reaffirms its unalloyed loyalty, respect and institutional support for the leadership of the Governor of Imo State, the Distinguished Senator Hope Uzodimma, CON, within the constitutional and lawful framework governing the relationship between the State Government and Local Government Councils.
The Council further reaffirms its recognition of and institutional cooperation with the leadership of the Executive Chairman of Obowo Local Government Area, Hon. Chief Barr. Obioma Ehirim, in the discharge of his constitutionally and legally recognised responsibilities as Executive Chairman.
This reaffirmation shall henceforth constitute the basis upon which the Legislative and Executive arms of the Obowo Local Government administration shall pursue their respective functions, while maintaining the constitutionally recognised separation of functions and the principles of checks and balances, accountability and good governance.
2. THE 7TH OBOWO LEGISLATIVE COUNCIL REMAINS ONE INSTITUTION
The Council hereby solemnly declares that the 7th Obowo Local Government Legislative Council remains one whole legislative body.
Any disagreement, misunderstanding, procedural controversy or difference of opinion that may have arisen among members shall not constitute a basis for permanent division of the Council.
The members hereby undertake to recognise one another as duly elected serving Councillors and to discharge their legislative responsibilities in accordance with the applicable law, Standing Orders, established parliamentary practice and legitimate decisions of the Council.
The Council further resolves that henceforth no member shall employ inflammatory, antagonistic or provocative language capable of unnecessarily reopening matters that have been settled through the reconciliation process.
3. FORMAL WITHDRAWAL AND RETRACTION OF IMPEACHMENT-RELATED ACTIONS
The Council hereby withdraws and retracts all previous moves, expressions, notices, resolutions, proceedings, purported proceedings and other actions relating to or connected with any attempt to commence, initiate, advance or sustain impeachment or removal proceedings against the Executive Chairman Hon. Chief Barr. Obioma Ehirim and/or Vice Chairman of Obowo Local Government Area, to the extent that such matters arose from the recent internal crisis now brought to an end by this reconciliation.
All such impeachment-related initiatives, demands, notices or expressions shall be treated by the participating parties as withdrawn and abandoned.
No party to this reconciliation shall rely upon, revive or continue to pursue the withdrawn proceedings as though the reconciliation had not occurred.
4. WITHDRAWAL OF MOVES AGAINST THE EXISTING LEADERSHIP OF THE LEGISLATIVE COUNCIL
The Council equally hereby withdraws and retracts all previous moves, declarations, resolutions, purported resolutions or proceedings purporting to remove, replace, suspend or otherwise displace the recognised leadership of the 7th Obowo Legislative Council under Rt. Hon. Justice Uwalaka.
Accordingly, the recent moves purporting to remove or suspend:
– Hon. Justice Uwalaka — Leader of the Legislative Council;
– Hon. Kelechi Keke — Majority Leader; and
– Hon. Collins Iwueke — Chief Whip
are hereby withdrawn, declared void and retracted as part of the reconciliation settlement.
The Council consequently recognises that the existing leadership structure of the 7th Obowo Legislative Council remains the operative leadership structure of the Council.
5. RETRACTION OF THE PREVIOUS ALLEGATIONS.
The Council hereby withdraws and retracts, for the allegations, assertions, imputations and demands contained in or arising from the previously circulated purported resolution which alleged financial malfeasance, diversion or misapplication of public funds, procurement irregularities, improper financial dealings and other forms of misconduct against the Executive Chairman and persons or entities allegedly associated with his administration.
All of such are herewith retracted and abandoned as matters arising from the recent crisis.
This retraction is intended to bring finality to the disputed matters and prevent the continued circulation or use of the allegations as instruments of political, personal or institutional antagonism.
6. PUBLIC APOLOGY AND RETRACTION OF DEFAMATORY OR ANTAGONISTIC ASSERTIONS
The members concerned hereby express their public apology to the Executive Chairman, Hon. Chief Barr. Obioma Ehirim, for statements, allegations, imputations or expressions made in the course of the crisis which may have been defamatory, disparaging, antagonistic, injurious to his reputation or inconsistent with the spirit of responsible public service.
The parties hereby expressly retract such statements and allegations and undertake not to repeat, republish, circulate or procure the circulation of the same in any form, whether orally, electronically, through social media, conventional media, written communication or any other platform.
The parties further undertake that the reconciliation shall not be defeated by the subsequent revival of allegations that have expressly been withdrawn under this Communiqué.
7. RETRACTION OF PURPORTED SUSPENSION OF SERVING COUNCILLORS
Any previous attempt, declaration or purported resolution seeking to suspend serving Councillors arising from the crisis is hereby withdrawn and retracted.
All serving Councillors shall consequently continue to discharge their responsibilities as members of the 7th Obowo Legislative Council, subject only to lawful processes applicable to the office they occupy.
No member shall be treated as having been suspended, removed or displaced on the basis of the withdrawn actions.
8. COMMITMENT TO DUE PROCESS AND INSTITUTIONAL DISCIPLINE
The 7th Obowo Legislative Council hereby resolves that all future disputes shall be subjected, in the first instance, to:
a. internal dialogue;
b. consultation among members;
c. engagement with recognised institutional leadership;
d. engagement with the Constituents we represent.
e. appropriate reconciliation mechanisms;
f. the Standing Orders of the Council;
g. applicable State and Local Government legislation; and
h. other lawful dispute-resolution mechanisms.
No member shall resort to unilateral actions calculated to create parallel leadership structures or institutional confusion.
The Council further recognises that the rule of law requires public institutions to act within the limits of their lawful authority and that every exercise of public power must be capable of justification by reference to the applicable legal and procedural framework.
9. COMMITMENT TO PEACEFUL LEGISLATIVE BUSINESS
The Council resolves that all future legislative proceedings shall be conducted in an atmosphere of civility, mutual respect and institutional discipline.
Members shall refrain from threats, intimidation, disorderly conduct, personal attacks, inflammatory publications and other conduct capable of disrupting the lawful functioning of the Council.
Where disagreements arise, the affected parties shall first seek resolution through dialogue before resorting to measures permitted by law.
10. COMMITMENT NOT TO REOPEN THE SETTLED CRISIS
The parties to this reconciliation hereby undertake that they shall not reopen, recycle or weaponise the withdrawn allegations and proceedings that gave rise to the recent crisis.
No member shall use the withdrawn materials as the basis for further political, personal or media attacks against another member or against the Leader of the House, or other Legislative authority, the Executive Chairman, his Vice or any relevant concerned stakeholder
This undertaking is intended to give practical meaning to the reconciliation and to prevent the recurrence of the circumstances that necessitated this Communiqué.
11. APPRECIATION TO STAKEHOLDERS
The 7th Obowo Legislative Council places on record its profound appreciation to all relevant stakeholders from Obowo and beyond who intervened, counselled, mediated, advised and encouraged the parties toward reconciliation.
Particular appreciation is extended to political leaders, community leaders, religious leaders, elders, youth leaders, women leaders, government officials, party stakeholders and other persons of goodwill who consistently advocated peace and institutional stability.
The Council acknowledges that the restoration of peace was made possible through the collective commitment of stakeholders who placed the interest of Obowo above personal differences.
12. APOLOGY TO THE PEOPLE OF OBOWO
The Council further expresses its collective regret to the people of Obowo Local Government Area for the tension and public controversy occasioned by the recent disagreement within the Legislative Council.
The Council recognises that public office is a trust and that elected representatives owe the people a duty to conduct themselves in a manner that preserves public confidence in democratic institutions.
The members therefore undertake to justify the confidence reposed in them by returning their attention to legislation, representation, oversight, community development and the welfare of the people.
13. RECOMMITMENT TO THE DEVELOPMENT OF OΒOWO
The 7th Obowo Legislative Council hereby resolves to redirect its collective energy towards the development of the Local Government Area and the delivery of meaningful dividends of democracy to the people across its ten electoral wards.
The Council shall seek greater cooperation with the Executive Chairman and other stakeholders in areas including rural infrastructure, education, healthcare, water supply, electricity, roads, agriculture, youth development, women empowerment, security and other matters of legitimate public interest.
14. COLLECTIVE UNDERTAKING OF THE COUNCILLORS
The members of the 7th Obowo Legislative Council hereby jointly undertake:
i. To respect one another as elected representatives;
ii. To recognise and respect the existing leadership of the Legislative Council;
iii. To recognise the Executive Chairman and Vice Chairman in their respective lawful offices;
iv. To resolve disagreements through lawful and peaceful mechanisms;
v. To refrain from defamatory and antagonistic public statements;
vi. To protect the institutional dignity of the Legislative Council;
vii. To refrain from actions calculated to create parallel or competing leadership structures;
viii. To pursue legislative business in good faith;
ix. To place the peace and development of Obowo above individual or factional interests; and
x. To work together henceforth as one Legislative Council, one institution and one collective body in the service of the people of Obowo.
CONCLUSION
The 7th Obowo Local Government Legislative Council hereby closes this chapter of disagreement with a renewed commitment to peace, unity, mutual respect, responsible representation and service to the people.
The Council affirms that the interest of Obowo is greater than any individual disagreement and that the mandate entrusted to elected representatives must not be compromised by avoidable institutional conflict.
THE 7TH OBOWO LEGISLATIVE COUNCIL REMAINS ONE.
THE RECONCILIATION IS AFFIRMED.
THE WITHDRAWAL AND RETRACTION ARE CONFIRMED.
THE EXISTING LEADERSHIP STATUS IS RECOGNISED.
THE COMMITMENT TO PEACE, DUE PROCESS AND COLLECTIVE SERVICE IS REAFFIRMED.
