The Imo State House of Assembly has repealed the Hospital Management Board Edict No. 7 of 1986, and hospitals Management Board (Appointment of Taskforce) Edict No. 11 of 1987, and enacted the Heartland Hospital Management Board charged with the responsibility of managing public Hospitals and Health Centers in Imo State for optimal service delivery, among others.
The Assembly in the same vein, repealed the Imo State Waste Management Agency Law No.5 of 2020 and enacted the Eastern Waste Management Incorporated Law.
This they said is to tackle the waste management challenges in the state.
The Bills which were lifted from the Notice of Presentation of Bills section to form part of the Order of the Day, was passed on Wednesday and the Clerk directed to send it to Governor Hope Uzodimma for final assent.
The first bills was presented by the Deputy Speaker, Rt. Hon. Chyna Iwuanyanwu and while the second was presented by the Majority Leader of the House, Rt. Hon. Kanayo Onyemaechi
Speaking, Iwuanyanwu who pointed out that the bill has 35 Sections and two schedules, stated that it’s essence is to change the “obsolete and modem” law set up during the military era in 1986, and 1987, and to enact a more recent law that will be in tune with the happens of the day, pertaining health issue.
He averred,”the health insurance scheme being rolled out by the State Government is something that has been accepted by every local government, and every nook and crannies of the state, which is working absolutely well.
“The bill when passed will work side by side with the health insurance scheme to solidify it, and also afford the state the opportunity of being the medical hub of the Southeast of Nigeria. It will also help reduce, or eradicate the issue of medical tourism.
“It provides for Public Private Partnership, PPP arrangement where we will have our partners that are not just coming with medical equipments but with expertise. The state do not have most of the needed medical equipments, but because of this partnership the state government is initiating, the equipments will be made available in our hospitals.
Also, there will be manpower training for our medical personnel from the Local Government level to the state level,’Iwuanyawu asserted’.
He reiterated that the repeal is of ultimate benefit to Imo people as Governor Uzodimma is kin to ensure the healthy living of the people.
Speaking on the other bill, Onyemaechi pointed out that the issue of waste management has been a challenge in the state, and a source of worry to Governor Hope Uzodimma hence, the need for the Law on the Waste Management Agency to be repealed.
The passage of the bill, he said, will bring about partnership between the agency and any reputable company that will aid ensure proper management of the waste products in the state.
This partnership Onyemaechi averred will also lead to recycling of the waste products into other produces that will be beneficial to the state.
He continued, “When this Law is assented to by the Governor, it will not just ensure that our waste are properly managed, but will also serve as an avenue to generate revenue for the state, due to the recycling of the wastes.
“It will also ensure healthy living of the people, as the dirt’s will be carted away as at when due to prevent imolites from contracting all manner of diseases or getting sick as the rainy season is approaching”.
